US presents strategic plan for Climate Change Technology Programme European Union Sustainable Dev.

George W. Bush's US government announced on 20 September that it will invest more than $3 billion in research to avoid global warming by developing "visionary" technological breakthroughs.

Unlike the European Union, the US government does not believe in the Kyoto approach to global warming. It has once more expressed its faith in a technological solution to climate change by presenting a $3 billion programme to fund research into climate-change technologies.
The new Climate Change Technology Programme (CCTP) Strategic Plan is the technological component of the climate-change strategy presented by President Bush in 2002. The main elements of his response to global warming consist of:
Voluntary partnerships with industry (compared to the mandatory emissions- trading system in the EU);
advanced climate-change science and research, and;
international collaboration (via the Asia Pacific Partnership on Clean Development and Climate or the International Partnership for a Hydrogen Economy.
Through the new CCTP strategy, the Bush government will invest in climate-change research and development. The main technologies to be developed under the programme are hydrogen, biorefining, clean coal and carbon sequestration, nuclear fission and fusion. Energy efficiency, one of Europe's main responses to fight climate change, is noticable by its absence from the programme.The EU is preparing its second European Climate Change Programme (ECCP II) and a revision and extension of its Emissions Trading Scheme (ETS).
