The Federal Opposition has leapt on new research showing Australia will exceed its Kyoto Protocol target on greenhouse gas emissions.
The Climate Institute says Australia was only 0.1 per cent shy of its Kyoto target in April this year, and will have exceeded it by now.
Labor's environment spokesman Peter Garrett says the figures prove the Government's climate change policies are not working.
"The Government has always said that it won't ratify Kyoto, it's always criticised the protocol, and yet it's always at the same time tried to have it both ways by saying that we'll meet the target," he said.
"Now we're not ratifying it and we're not meeting the target, so it's a double policy failure."
