Kyoto protocol fails to lower emissions: Macfarlane


The federal Resources and Industry Minister, Iam Macfarlane, says the Kyoto protocol has failed to lower carbon emissions.
Mr Macfarlane says Prime Minister John Howard will receive a report on carbon trading on Thursday after the end of the APEC Energy Ministers conference being held in Darwin.
He says most Kyoto members will increase emissions well past their targets.
"The carbon trading scheme attached to it has collapsed because of political interference and miscalculation," he said.
"Instead of seeing carbon credits trading at about $30 per tonne for CO2, they're trading around 60 cents per tonne.
"[This] is not going to pull through any new technology in relation to lowering emissions."
